Eugene Flannery has spent the last twenty-three years supervising and managing the environmental review process for federally funded affordable housing projects as the Environmental Compliance Manager of the Mayor’s Office of Housing and Community Development for the City and County of San Francisco.  He has supervised the preparation of Environmental Assessments for more than 60 affordable housing developments in San Francisco funded by the United States Department of Housing and Urban Development.  Additionally, he has prepared Statutory Worksheets for the rehabilitation of a large number of Community Facilities also funded by HUD.  Supervision and preparation of these documents required the negotiation of various programmatic agreements with the California State Historic Preservation Officer, outreach to various communities and collaboration with both federal and local agencies.   He has supervised the preparation and certification of EIR/EIS for three major housing developments in San Francisco. Mr. Flannery has a LL.M. in Environmental Law as well as Juris Doctorate.  He has assisted both AEM Consulting and Bay Desert, Inc. in the preparation of Environmental Assessments for the development of affordable housing in various jurisdictions throughout the State of California.
